The Computer Council is the governing body of the Earth Federation, comprised of ambuquads. The Council manages Earth's trade and diplomacy, as well as veritable panoply of administrative functions on Earth, including those of a judicial nature (BR25: Film, "Awakening").

During Kaleel's deployment of poisoned food discs in New Chicago, the Council decides it best to keep the citizens of New Chicago unawares of how deeply it has affected the Defense Directorate's defense squadrons (BR25: "Planet of the Slave Girls").
