Kaleel (Jack Palance) was the leader of the nomads on Vistula. He had The Touch of Truth (the kiss of god) that he uses to kill those who fear him just with his touch. The power itself is fueled by fear alone, so if you do not fear Kaleel, you would be immune to the "Touch of Truth".
Kalell was taken into Earth Directorate custody at the end of the food contamination crisis, after Buck stood up to him, thereby depriving Kaleel of his power over the nomads.[1]
