The State's case is elemental: Captain Rogers piloted a foreign aircraft through our defense network with a microtransmitter revealing our secret shield borders to our enemies. "What price?" you may ask. "What bounty would Captain Rogers consider just in selling out the human race?" Only his pirate friends can answer. But I submit that, in my opinion, it is the destruction of the treaty with Draconia that they seek at all costs, for its enactment spells their doom.

Councilor Apol is a member of the Earth's Computer Council in the 25th century.

In 2491 CE, he presents the Federal Directorate's case against William "Buck" Rogers following the discovery of a microtransmitter aboard Ranger 3. Despite Dr. Theopolis' defense, the Council is unanimous in its decision, which Apol presents: Rogers' immediate termination. A stay of execution is later advocated by Col. Wilma Deering, and presented to the Council by Dr. Elias Huer, which is accepted despite Apol's protest (BR25: "Awakening").
